United States only. These are US federal program under SOP 50 10 8, priced off two different US benchmarks: SBA 7(a) and Express track the WSJ Prime Rate plus a spread, while the 504 debenture prices off US Treasury yields when it sells, not when you sign.

Tax, Caps, fees, eligibility and the Section 179 limits all come from US statute and change with it. Outside the US the arithmetic still holds; the program, benchmarks and limits do not.

Current as of August 2026. Check the SOP before relying on a figure.

— SBA 7(a) Working Capital Pilot

A monitored line, and what its guaranty fee really is

The WCP exists because lenders told the SBA that CAPLines were confusing to administer and expensive to price. It borrows the export program's shape instead: monitored asset-based and transaction-based lines to five million dollars, on a guaranty fee paid once at approval and set by the term, at rates that have run well below the standard 7(a) schedule. This prices that fee against a CAPLine for the same amount and term.

✓
The fee is set by the term, and paid once — WCP charges an upfront fee on the guaranteed portion at a rate set by the loan's maturity. It was 0% at $1,000,000 or less in FY2024 and FY2025, against a CAPLine's standard 7(a) fee. Neither falls if the line sits idle, so a shorter term, not lighter use, is what lowers it.
✓
Transaction-based lending is available — Advance against a specific purchase order or contract and access working capital earlier in the sales cycle than a receivables borrowing base would ever allow.
✓
Foreign receivables count — The WCP supports domestic and international transactions in the same facility, where a CAPLine is domestic and the export program is exports only.
✓
It is a pilot with an end date — Authorized from August 1, 2024 through July 31, 2027 unless extended or made permanent. That date matters more than any figure on this page.
Informational only — not financial, tax, legal or lending advice, and not a commitment to lend. The 7(a) Working Capital Pilot is a pilot program authorized from August 1, 2024 through July 31, 2027 unless extended or made permanent. Program figures are current as of October 2026: maximum $5,000,000, maximum term 60 months, SBA guaranty 85 percent at $150,000 and under and 75 percent above, WSJ Prime 7.00% as of October 2026, variable rate ceilings under 13 CFR 120.214 of 6.50, 6.00, 4.50 and 3.00 points over the base rate by loan size. Advance rates are set by your lender. The WCP guaranty fee is charged once at approval at a rate SBA sets by fiscal year and maturity; the CAPLine comparison uses the FY2027 7(a) upfront fee schedule. SBA terms change with each SOP revision and the base rate moves, so confirm both with your lender before relying on any figure here.
